"After the meeting, Prof. Hou Xiangchen, Dean of the School of Transportation, on behalf of the university, issued a letter of appointment to Prof. Wang Yinhai, Chairman of COTA, and hired him as the Director of the Department of Traffic Information and Control Engineering of the School of Transportation of Harbin Institute of Technology (HIT)."

Harbin Institute of Technology was banned from using the American MATLAB research platform in 2020 over their ties to the Chinese military.

Also important to note is the HIT's longstanding partnership with Michigan State University, who also performs many various DOD, FBI, DOJ, NIH, DARPA, and IARPA cyber-, nano-, and bio-tech research projects.
